The final countdown has ended as Leading With Integrity launched its 9th national integrity conference on October 30, 2026, under the theme Beyond Compliance, Building Integrity From The Inside Out. We were honored with the presence of leaders from both the private as the public sector.
As explained during the conference’s promotional period, this conference pulled back the curtain to reveal a new approach to integrity policy. While the traditional approach focuses on communicating rules and exercising control, Leading With Integrity drew on psychological research (Deci & Ryan, Bandura) to introduce the concept of agency. Decades of research have shown that imposing rules does not produce internalized integrity; at best, it produces compliance.
After the speeches, the participants gathered in small groups to discuss the details of this new approach, which, from a didactic perspective, ensured these principles were ingrained in their minds. To wrap up this new teaching, most participants agreed on a resolution to be handed to the Government and Parliament. The text is as follows:
SINCE traditional efforts to fight corruption often rely on rules, codes of conduct, monitoring, and punishment to prevent wrongdoing;
WHEREAS, psychological research by Edward L. Deci and Richard M. Ryan, as well as Albert Bandura, shows that relying solely on rules, supervision, and threats of punishment may cause people to follow the rules only to avoid trouble – it does not necessarily help them truly believe in and practice the values behind those rules –
THEREFORE, BE IT RESOLVED that this Conference calls on the Government and the Parliament of Curaçao, including all Ministers and Members of Parliament, to move beyond merely following the law and to work toward building a culture in which integrity is genuinely understood, accepted, and practiced. To achieve this, the Conference recommends the following actions, tailored to Curaçao’s culture and needs:
1. Involve leaders in developing and promoting ethical principles so they understand, support, and practice them.
2. Hold leaders accountable for their actions while encouraging them to take genuine responsibility for doing what is right.
3. Help leaders develop the knowledge and skills they need to handle difficult situations and make the right decisions, even when the answers are not clear.
4. Encourage mutual respect, connection, and honest relationships between leaders and the people they serve.
Leading With Integrity will present this resolution shortly to the Government and hopes that the Government and the Parliament will follow up on this so we can enter a new era of integrity policy that will bear fruit for our community.
